The decision made by the Board of Directors:
Acquire the placed unconvertible percentage documentary bearer bonds of
of 07 series with the obligatory centralized storage (the state registration number 4-10-00175-А dd. November 03, 2005) in quantity to 3 000 000 (Three millions) pieces inclusive under request of their owners on the 3rd working day from the date started with the ninth coupon period. The order and terms of this operation are set in the Appendix to the Protocol of the reported Board of Directors Meeting and in compliance with the Securities Issue Decision and Securities Prospectus.

Put option on the acquisition by Open Joint-Stock Company "Uralsvyazinform" of unconvertible percentage documentary bearer bonds of OJSC "Uralsvyazinform" of 07 series with the obligatory centralized storage.
"Agent" is a company which carries out the acquisition of bonds on its own, but on the account and on the instructions of the Issuer. The agent is the Interregional Commercial Bank of Communication and Computer Science Development (Open Joint-Stock Company).
